The deal would come into effect from next season for three years and affect the full 72 clubs in the Football League.
Currently the BBC play a highlights programme on a Saturday evening after Match of the Day but these new proposals are said to be based around a 9pm programme lasting for 1.5 hours.
All three divisions would be covered by the programme and details of any live screening have not been released.
