Jewell admitted: "I'm getting a little bit cheesed off because I want to bring two or three quality in, but so far nothing has managed to come off.
"There are various reasons for that, and I think other clubs always want more money off us because we are Wigan and know our position.
"Although we have come a long way, we are still not that big fish at the minute in the minds of some players and their clubs.
"Three weeks ago we made a substantial bid for a striker in this division which didn't come off, but whether they thought he could go higher, I don't know.
"We have still to reach the next level and I get the feeling people are waiting for the bubble to burst here.
"Until we actually get into the Premiership or establish ourselves as a top Championship side, people might be reluctant to come."
