Jewell has not yet been able to tempt top talent at home, despite Wigan underlining their ambitions by topping Newcastle's £6m offer for Chelsea's Scott Parker, who joined Latics' Premiership rivals last week.

Sweden international Elmander is available at around £3m – and the striker is already attracting the attention of Glasgow Rangers and Spurs. And young Danish centre-half Agger is desperate to play in the Premiership, while Watford's Iceland striker Heidar Helguson is also reported to be in the frame.

Wigan chairman Dave Whelan confirmed Jewell is looking at a number of transfer targets, but again warned Latics will not pay "silly money".

Whelan said: "We have got to face reality – we just can't go out and buy massive stars.

"We can buy fading stars, but we don't want them here.

"We want players who will wear the Wigan shirt with passion and pride and who fight every inch of the way for the cause.

"The squad that won us promotion from the Championship was based on skill, hard work, application and endeavour and they're the only type of players that Paul will accept and sign.

"I know that it is going to be difficult to tempt quality players to Wigan, but we will simply not have players who want to come to Wigan for one thing – a bumper pay day.

"I'm not going to let that happen and Paul doesn't want that either.

"Paul will get all the help in the world from me as he has done a wonderful job getting Wigan to the Premier League, but we aren't going to throw money at it."

Meanwhile, former Latics goalkeeper Roy Carroll said he had to leave Manchester United for West Ham to resurrect his international career with Northern Ireland.

Carroll, who joined Manchester United from Wigan in a £2.5m switch in 2001, said: "Lawrie Sanchez had spoken about my position with the Northern Ireland team and explained as I wasn't playing regularly, he couldn't play me.

"I understand that and it played a major part in my decision. I played quite a few games before Christmas but I knew for sure around January that I would have to leave Manchester United."

Carroll, who was wanted by several other Premiership clubs, including Everton and Sunderland, added: "I had a great few years at Wigan and when the chance came up to join United it was a dream.

"I wish things had been different, but I can't have any regrets about my experience at Old Trafford."
