Ideally the manager would like his squad in place ready for the start of pre-season training in a month's time, although that timescale could be a little ambitious.
So it might be that recruitment continues through the summer and up to the closing of the transfer window at the end of August.
Latics are looking at both the domestic market and on the Continent, though the policy is to buy British if possible.
Jewell told the Evening Post: "Since we got promoted the phone has never stopped ringing and we've had hundreds of calls offering players from agents.
"There's not been much movement yet in the transfer market from any club because players tend to be away on holiday at the moment.
"We are working hard to bring in new players and I would like them in ready to start pre-season training.
"But I won't be rushing into any signing because the people we bring into this club have to be the right ones.
"We did make an offer for a player the other week – a quite considerable offer – but it didn't happen and the lad is going to go elsewhere.
"What we must remember is although we are a Premiership club now, we are competing and fighting with well established Premiership teams to get players.
"We've all got to be patient. I sometimes get impatient with the lack of movement but please, trust me, we are working extremely hard.
"One of us was in Spain the other weekend to watch matches and we'll leave no stone unturned."
While normally one to ignore transfer speculation, Jewell has been quick to rule out moves for various players mentioned in the media this week.
He dismissed a report that former goalkeeper Roy Carroll was on his way back to the club following his release by Manchester United.
And today he poured cold water on speculation linking him with Everton trio Alan Stubbs, Steve Watson and Leon Osman.
All three are out of contract at Goodison Park later this month – although defender Stubbs and Wigan-born midfielder Osman have been offered new deals – and the JJB Stadium had been mentioned as a possible destination for them.
Jewell said: "These are not players we will be signing."
Ipswich striker Darren Bent – also linked with Latics following the Tractor Boys' play-off failure – has joined Charlton Athletic.
