The F.A. said: "Wigan Athletic manager Paul Jewell has been charged with improper conduct for his behaviour towards referee Phil Dowd following the final whistle of the match at Arsenal on Sunday, February 11.

"He has until February 28 to respond."

Jewell also claimed Dowd is the worst ref in the Premiership, after the Latics manager revealed the official swore at his players during the game.
