Bruce will no doubt be hoping to bring in his own players to sure up the weaker areas of the team, and Savage is seen as the ideal midfield work horse to work alongside Michael Brown in the engine room.
Such a midfield would make the Latics very hard to beat and allow the impressive Antonio Valencia more time going forward.
No fee was mentioned but it is likely to be around the one million mark with Savage the wrong side of 30 years old.
Other names linked with the club recently are those of Plymouth winger and Hungarian international Peter Halmosi, and also Arsenal's young left back Armand Traore.
Any move for Halmosi would demand a high fee with Plymouth boss Paul Sturrock stating that he is under contract and Plymouth are not looking to sell.
Meanwhile, Traore has been linked with the club on a loan deal until the end of the season.
