The tie, which is a re-run of last year's final will take place on the weekend of 8/9 March at the Etihad Stadium.
Speaking to the Wigan Evening Post about the draw, Rosler said: "It couldn't really have been a better draw, it left me with a smile on my face.
"It's obviously a special tie for myself, with my history and emotional bond to Manchester City. But Wigan Athletic is my priority now and I will do everything I can to make sure we win the tie.
"The supporters will travel there in big numbers again, and they will enjoy the day. I'm a big believer that things happen for a reason - and we will go there to win."
