The fee is believed to be around £400,000 and Cardiff were happy to sell after suffering financial mismanagement, as Sam Hamman put it.

The Irish international midfielder has signed until 2007 and will join the squad for the Ipswich game on Saturday.

He should add tenacity to the midfield and also has the ability to break teams down and put the ball in the back of the net from range.

Speaking to the club's official website about the move Kavanagh said: "I'm really pleased to be here although it has taken me completely by surprise and happened very quickly. The first I heard was on Wednesday night when the Gaffer at Cardiff told me that he had accepted an offer and everything has gone through quickly from there. Once I knew that Cardiff were willing to sell the decision was pretty easy to come here and to be honest, if I had to leave Ninian Park, there is nowhere better to come than here.

"I have never really thought about leaving Cardiff as I was very happy there, but apparently their financial situation is not the best at the moment and it seems I was the first player that they have decided to sell. I hope things get sorted down there though as I enjoyed everything about my time at Ninian Park and the supporters are just great. I would probably still be there now but for the financial problems, as I have never had any thoughts about looking for a move. However, when this opportunity arose and Cardiff agreed a fee, I decided that this was too good an opportunity for me.

"I am swapping a relegation battle for a chance to get back into the Premiership and I am very excited about the games that lie ahead of us here. I am going to grasp this opportunity with both hands and do all I can to impress my new team-mates, the supporters here and I suppose most of all the manager himself. I couldn't wish for a bigger game first up for Wigan and cannot wait for it as it is just the sort of game that you want to be involved in.

"I am still very motivated and the prize at the end of the next eleven matches is enormous. I desperately hope that I can help this club over the finishing line and to where we all want to be. This is a club that has always impressed me and there is no doubt that it is one of the most progressive in the country in terms of what has been achieved in the last five years or so.

"What we must do now is do all we can to make sure we get this club promoted to the Premiership come the end of the season. The players here have done fantastic so far to get us in this position and hopefully I can now play my part to help them finish the job."

Whilst Jewell commented: "I'm very pleased to have completed a deal to bring Graham here and I think he will just bring us something that we haven't had for a while. Although all our midfielders have done ever so well and we have good options, I feel that we have lacked a little bit of experience and know how in those central areas at times.

"Graham is a fine footballer and I think he will come in and do the job that Per Frandsen did so well for us at the start of the season. People may look at his age and ask questions but having spoken to him, he's obviously still very hungry and feels he has a lot more football to play yet. That is what I wanted to see from him and I think he will be a really good addition to our squad as we enter the final eleven games of the season."
