However Paul Jewell could well move for the striker in January because he needs cover for Senegalese international Henri Camara who is going to play in the African Cup of Nations.
"Kenny made it clear he will not be signing the contract we have offered him," Wolves boss Glenn Hoddle said.
"He says he wants to keep his options open so we have to live with that. We cannot force him to sign. We feel we have done all we can."
The 27 year old striker is an international teammate of the Latics' Lee McCulloch for Scotland.
