The Latics boss said: "We made a bid for Dean in the summer. We've asked again but with the price they're asking, it's silly money as they don't want to sell him.
"I understand that. Just because we're doing well and the chairman's got a few quid, I'm not going to pay too far over the odds for a player. If they're talking money, they're talking about that price, we won't be interested."
Ashton managed 7 goals in 16 games with Norwich in the top flight after his £3.5 million move from Crewe Alexandra just twelve months ago.
The 22 year old has managed 11 goals so far this term for the Canaries in 26(1) appearances, helping the club to push for a play-off place, and a return to the top flight.
Jewell also cleared up a few matters with regard to Trabzonspor striker Fatih Tekke whom the club will not be moving for in January.
"I went over to Turkey to watch Tekke and he's a good player, a fine player. But I just feel, at the moment, we need something different in style to what he has.
"The only reason I came out and said that [I won't be pursuing him] is because his agent came out and said we would make a bid for him.
"So, just to stop any nonsense going round, I can say I won't make a bid for him. That doesn't mean to say he's not a good player but, at this moment in time, just not for us."
