Francis - who is over six foot in height - racks up a good tally of goals from his midfield position. He managed seven goals last term from his 35 appearances for the Canaries.
There is no doubt that he would add plenty of steel to the Latics midfield and would be a welcome signing amoungst fans.
The fee is believed to be around £1.5 million for the former Wimbledon midfielder and Paul Jewell has managed to fight off competition from Portsmouth to attract the 26 year old to the JJB.
One website is quoting that he shall be in town on Monday to complete a medical and agree personal terms, with the deal gonig through as early as Monday evening.
Neither club has released comment.
